Does 3dmark over-ride Control Panel settings?

I seem to be getting lower than expect 3DMark2001se scores from my new
Radeon 9600. So can anyone tell me how they achieve such high scores? I set
my settings in Control Panel to one off Maximum Quality for all settings -
does 3dMark override these, or should I set these to performance in order to
get the best benchmarks? Any other tips for getting the best scores?

Likewise, what do people such as a decent compromise when balancing speed
and quality in real world usage? Is one notch of Maximum Quality likely to
be too much of a burden on a 128Mb 9600Pro running on a 3Ghz rig at
1280x1024?

I use Rage3DTweak from www.rage3d.com. It allows overlocking, as well
as application specific settings that run automatically when you run
that app.

I use the default "balanced" quality settings at boot. I have
3dmark2001se and 2003 set to use the highest performance settings.

I have the 9600 Pro overclocked to 500/400 and I get 11000 in
3dmark2001se with an Athlon 2000+.
