Are these processes the only way to change the folder in XP Home? I
want to change the folder name from the person's name that I got this
box from, to mine.

The article does not say but because this is XP Home, I suspect that I
have to log on in safe mode as admin to perform the "moving the entire
folder" method?

The folder name I want to change is actually a sub-folder in Docs &
Settings however I'm not able to change it because it's a system folder
the error says.

You may use a third-party user account to perform the steps. It should be an administrator account. (Not necessarily the built-in "Administrator")

You can. But why not use a third admin-level account (create one if you don't have a third admin-level account) to rename/move other profile folder.
