documents and settings backup

Can anyone advise on best way to copy the XP Pro 'documents and Settings'
folder. Everytime I try it fails because of restrictions on certain files
that are currently open. I guess its the same idea that makes copying the
registry files difficult but that has been resolved with a useful little
program, is there anything similar for documents and settings.

I don't know if this will help, but I just copy what I can.
 
Its not really what I wanted as I can already do that, to be sure all the
documents and settings can be backed up I need something that will copy
restricted files and files that are open....my purpose is to provide limited
backup of my settings so that if I need to do a Repair Installation of
Windows its easy to set all my settings back to something that works and
reduce the workload in getting things back to normal.
