Document protection

I am trying to accomplish two things, which I can do separately, but want to do together. I want to both lock a document using this "Protect Form" option so that the document cannot be copied. AND I want to use the "Editing Restrictions" to prevent document modifcation. I have received documents which have this password-protection implemented, so that I can neither modify nor copy the document, but I cannot figure out how to do this operation in Word 2003. The Security option under Tools > Options doesn't seem to do the trick. Any HELP?
 
I can't tell you how to do what you want to do, but I can tell you that form
protection is no protection at all. Users can insert a protected form into a
fresh document, and this removes the protection. "Password to modify"
prevents users from modifying the document but not (AFAIK) from copying from
it or using Save As to make a copy. There are new features in Word 2003,
however, that do permit stronger protection.

I discovered that whatever setting was used to lock a document, can be easily defeated by just inserting it into a new document. So, I am presuming that this "Read-Only Can't Copy" security feature isn't available in Word 2003.
 
Word 2003 has added an entirely new method of document protection.
