DOCTYPE questions

I just took over maintenance of a web site whose pages do not have a DOCTYPE
declared. What effect can this have? Can it slow down page load or cause
some things not to work?

Also, does anyone know a comprehensive source of information on DOCTYPES,
when to use each type, and what is and isn't supported in each? I've found
some scattered information but would love something that pulls it all
together.

Some DOCTYPES i've seen include a specific reference to a dtd document.
Other than looking at that document (which I did, but I don't think I quite
understand what it's saying) how can you tell what features, tags, etc. that
document supports?
