Do you want to connect?

Normally, when I clicked on OE, or IE, I would get the box that asks if I
want to connect to the Internet. Click OK and the connection would be made.
Now, for some reason, the box appears on the desktop every time I boot up
even without clicking on IE, or OE. It's not trying to autodial, I just see
the box.
I can get rid of it, but it's very annoying. ISP couldn't help. Any thoughts
on this?

If you don't have an outbound software firewall installed, I would try that
to help you determine what program is trying to make the outbound
connection.

It's possible that there is a setting that has changed that is trying to
connect upon booting, but I don't know of any.

I smell a rat. Have you checked thoroughly that you have not got spyware,
adware, Trojans, malware and all other parasites in your computer? Any one
of them may want to 'phone home' when the machine is booted up.

You probably have a program that wants to connect such as antivirus wanting
to update. That will make the window come up.
