Do you need to be "Administrator" on local servers to create print spooler/change driver ?

Is there any granular permission I can grant to people that should be
creating print spoolers ? Or one must be local administrator to create print
spoolers on servers ?

Win2KAD, Win2003 File & Print Servers.

Print Operator I think can manage documents and printers, but it doesn't let
people create print spoolers on respective servers. I tried that already.

I think this may can be done by modify security rights in the registry or
for couple of files. ask this in the win2000.general group as well.
