Microsoft Access is an application to allow you to build anything you'd like
in the form of a relational database. It could certainly be used to track
assets, but you would have to build the database.
You might see if a template exists that will perform the majority of the
functions you require. The Microsoft website has a section called
"templates" where you could search for this.
