When I save a page on it seems that IE accesses the internet.
Is that to notify the server that the user requested to save
the page?

No it just downloads the necessary info, it just accesses the server like a
normal web page request.

Provision is made in I.E. to save web pages for local viewing. "File Save
As..."
How else do you save your pages without going to the internet?

The webmaster does not know what you do with it. Even when you do not save
it formally, it's in your temporary cache.

But since we are alraedy viewing the page we want to see, shouldn't all the
necessary information be already on our computer?

It's in your I.E. temporary Cache.

Without being connected type the complete and exact URL in your address box.
When asked to connect say work off line. You should be able to view the
page.

The cache being volatile you may not be able to get the page if the
retention time of over.
