Computer is connected to broadband "modem" and configured for DHCP (I think
it's Time Warner). Worked here, doesn't work at owner's location. Only one
computer connected, yet cannot access Internet. May be ISP problem,
certainly, and we're checking on that. But the numbers just seemed not
quite right.

running ipconfig shows this:

IP address: 75.82.38.76
Subnet mask: 255.255.240.0
Gateway: 75.82.32.1
DHCP server: 10.255.192.1

DNS 75.85.229.110

From another Internet connected computer (mine) I can ping the gateway IP.

Hi
Call Time Warner they probably need to take care of the Authentication.

Your IP is owned by:
OrgName: Road Runner HoldCo LLC
OrgID: RRWE
Address: 13241 Woodland Park Road
City: Herndon
StateProv: VA
PostalCode: 20171
Country: US

Which subsidiary apparently belongs to Time Warner.

What does the routing table show?

Jim.
