Do not see Web Service Extensions

Hi
I have been given a new hard drive with .net 2003 installed on XP
I get this error when trying to create a new project
“Visual Studio has detected that the specified web server is not running ASP .Net version 1.1â€

I have tried changing localhost to my computer name and it does not help
In services ASP .Net State Service is running

I searched the help and came up with this
RESOLUTIO
To resolve this problem, change the status of ASP.NET 1.1 to Allowed in the Web Service Extension list in IIS 6.0. To do this, follow these steps:
1. Click Start, point to Programs, and then click Control Panel.
2. Double-click Administrative Tools, and then double-click Internet Information Services (IIS).
3. Click Web Service Extensions.
4. In the details pane, click ASP.NET v1.1.4322 in the Web Service Extension list.
5. Click Allowed to change the status from Prohibited to Allowed
But When in IIS I do not see Web Service Extensions
I have tried Add\Remove Windows programs, but do not see them
What do I need to do

Run "aspnet_regiis.exe" - you will find it in
%WINDIR%\Microsoft.NET\Framework\v1.1.4322
That should solve it.

I tried running Aspnet_regiis.exe however it did not seem to change anything. I still get the error
