Questions:

I would like to know the steps that I must follow to create a new web site,
save it on hard drive, then publish or upload it to web host provider.

Lost on how to initially set it up so that it is saved on my hard drive. I
have dsl service to the internet.

Do I contact them for anything for server extensions

I would like to be notified when someone responds at (e-mail address removed),
I beleive I placed another email addr when first signed up, would like to
change it with another email addr

There are two ways to start a new web site. You can either create a
disk-based web (one that doesn't allow you to test any features that require
a web server or the FrontPage Server Extensions) or a server-based web.

For a disk-base web, open FrontPage and choose File, New Site and pick one
of the templates to the right, such as one page web site. And create it in
a folder on your hard drive such as C:\MyWeb

For a server-based web, you would need to be running Windows XP pro with IIS
installed
(Control Panel, Add/Remove Programs, Windows Components) and then do the
same as above but publish your web to http://lcoalhost/webname (this is your
local web server).

No you can work on your site locally. Once you have it the way you want it
you would choose File, Publish Site and put in the location of your web site
on your web hosting company's server, ex: http://www.xyz.com
