Do not download from server

I'm converting from OLE to OL2002 and have a problem with the rule "Do not download from server". I can't find it in OL2002
I have 3 users using my POP3/STMP account. In OLE we were each able to download our mail separately, whether into the same pc or another on the SOHO network. I did this by specifying mail for other recipients and "do not download from server" as the rule

Addresses would be of the form: (e-mail address removed); (e-mail address removed); (e-mail address removed)
The rule would take the form "If recipient contains User2 or User3 do not download from server" or similar. This would filter out User2 & User3 mail. Or "If recipient does not contain User2 do not download from server" or similar. This would download User2's mail only

How can I do this in OL2002
 
Outlook doesn't support that kind of rule. You can leave all mail on the
server or none.
