Do Not Deliver Before - Make server handle vs. client

Is there a way to have the server hold the message that has been identified
to 'Do not deliver before' xxxx instead of it remaining in the users outbox
until that date/time arrives?

The users are getting a warning when trying to close outlook that there is
still some messages awaiting to be sent.

We are using Exchange Server 5.5 and Outlook Client 2003

What does the user have specified as the delivery location? Look at the
bottom left of Tools>E-mail Accounts>Next.
 
The delivery location is 'Mailbox - username'. We are not delivering to
..PST files.
Also we have Use Cached Exchange Mode selected.

If you're using Exchange, then Outlook shouldn't have to be running for
delayed delivery to occur. Does it make a difference if you disable cached
mode?
 
I have tried with cached exchange mode off and still the message sits in the
outbox until the delivery time.
