Do Intel Core 2 Q8200 speed throttles (e.g., underclocks when idled/notheavily used)?

Hello.

When I use my old AMD Athlon 64 desktop systems, I used its AMD
Cool'n'Quiet to slow down speed during slow usages (e.g., Web surfing or
just idled) and speed up when I use my system instensively (e.g.,
gaming) to save electricity, less heat, etc. I upgraded computer
system's hardwares before 2009.

I read that Windows XP Pro. SP3 already speed throttles by default, but
I can't tell like Cool'n'Quiet. With AMD, I could feel much slower
speeds and faster speeds drastically. How can I find out if my Intel
system is properly speed throttling? I see that in XP's system
properties' general tab show Intel Core 2 Quad CPU Q8200 @ 2.33 GHz,
2.81 GHz, etc. as I type this post. I also tried MSI's Dual Core Center
software to read its clock numbers (2264 MHz rarely to 2814 MHz a lot
even if I am just typing an e-mail/a newsgroup post). Is that working
correctly?

Not sure on th Core 2 CPUs but the motherboard requires to have a
"step-down" mode and usually the Intel "mobile" grade CPUs do have
same like this.

Also, you can add a cooling feature with CPUCool??

I followed the instructions on

never set to minimal power scheme. I changed its monitor shutoff to
three hours instead and everything to never turn off like HDD.

Now I get @ 2.33GHz and 2.39 GHz in XP's System Properties' general tab.
I think it is working now?

Check you BIOS, by default this feature is disabled
on my ASUS motherboard.

Is that EIST for in CMOS/BIOS? I didn't see anything else on speed
throttle except manual and automatic clock speeds. I looked in the
manual (PDF v1.0 English):

and searched for EIST, and found it. I will have to check when I reboot

OK, I can feel some sluggish like I did with Athlon 64 so it seems to be
working. :)

Ran CPU-Z and saw Clocks (Core #0)'s Core Speed: 240x MHz (low usage)
vs. 280x Mhz (high usage on one CPU). Is 240x MHz the lowest it can go?

You should be able to confirm this with "CPUID"
also known as CPUZ.

I'm almost certain that lower speed can be achieved
but it most likely a function of the motherboard and
bios.

One PC I have will drop it lower and overclock
the CPU when its needed automatically if enabled
in the BIOS.
