There is an example here. The BIOS should have an option to
set to "Halt ON" [No Error], and that will allow booting the
system when the video card is missing.

You didn't say what Shuttle box you were buying. A few of them
have integrated video, so you would not have to worry.

The cheapest video cards are around $25 for a PCI Express
card. Something like 7200GS. So for $25, you can solve the
problem by adding a relatively low power video card.

Even if you only intend to telnet into the machine in normal use, how do
you intend to install the OS and other software in the first place
without video? Even if it comes with OS installed, I suspect you'll need
to install something on it.

Speaking as a long time support engineer, a video card (or onboard
video) is a godsend for sorting out all those problems that inevitably
happen.

For the op, basic PCI vid cards are available for far less. I've seen
them new for about a fiver, think they were old stock 32M cards. But
why pay, there's plenty of old equipment about.

I'm looking to purchase the "SX48P2-Deluxe" and install Linux on it.
I plan on using the box as a firewall and SSH into it to operate it
via command line only.

(User manual 22MB - an unnecessary multi-language download...)

(Spec - it has two PCI Express x16 slots. For gamer video, I would
expect room for only one good card. Many gamer cards are dual slot
width.)

From the 22MB user manual (of which they should have just offered the
4.3MB English version for download), we get these BIOS option.

"Halt On

Select the situation in which you want the BIOS to stop the
POST process and notify you.

The choice:

All Errors, No Errors, All But Keyboard,
All But Diskette, All But Disk/Key."

So it does have a no errors option.

To do the install, you'd going to need to install a PCI Express
card temporarily. Then you can change the BIOS option when
you're finished, save and exit, shut down, pull the video
card and give it a try.

Indeed. There are ways round it but why make life difficult for the
sake of a scrap card?
