does every win2000 DC need
to be running as a DNS server?


Depends on what you're trying to do. If running AD, at least one of them has
to because of it's requirements.

Please elaborate on your scenario with specifics and we can help you out
with specific answers.

No. Every DC does not need to be a DNS server. They do need to be pointing at a DNS server that holds the AD zone though. Make sure it only points at
DNS server that hold the AD zone.
