I don't fully understand where the problem is from reading your post.
Apparently you are saying it's just that nslookup is giving you a message
"Can't fin Server..."?

If that is the case, all you need is a reverse zone for you IP range in DNS
and a PTR entry for your DNS server name, to eliminate that message.

May be i was unable to explain.
DNS service is running and i can restart it without any
error. No error is logged in event log.

But dns is not working on clients.
When i try to use NSLOOKUP it gave me following message

*** Can't find server name for address 172.30.102.55: Non-
existent domain
*** Default servers are not available
Default Server: UnKnown
Address: 172.30.102.55

172.30.102.55 = DNS server ip address

Hope you will understand now

That is a message nslookup gives if the is no reverse lookup on the IP that
DNS is on. You can configure a reverse lookup and PTR and this message will
stop.

As I mentioned, and Kevin mentioned as well, all you have to do is create a
reverse zone for your internal IP range, and make certain that a PTR record
exists for your DNS server. That is all.

That is just a message you are getting saying (or translated to:) "You do
not have a PTR entry for your DNS server IP ADdress". That's all it says. But
nslookup will still function on subsequent commands.
