I currently have two exchnge 2000 servers in a cluster and
one dns server. I want to change my IP address scheme any
suggestions.

Please provide more detail as to what exactly you are attempting to do. It's pretty simple to change IP addresses. Just open the properties of TCP/IP and
change the IP address to the new IP. What this will affect depends on the environment.

Thank you,

address and implmement a new scope what all is going to be
affected.

Pretty much every thing
First I would just add the new IPs to the Static machines such as DHCP, DNS,
and the Domain Controllers.
Then in a command prompt run netdiag /fix on the machines. Once you have
verified these machines are running error free, setup your new scope with
these options:
003 Router
006 DNS Servers with the new IP of the DNS servers
015 DNS Domain Name

Set the clients to obtain IP and DNS settings from DHCP, restart the clients
and they should pick up all the new network IP settings.
