I've get charge of a small business network with bad DNS
configuration, the problem is the DNS was installed like
a root server, and I can't configure forwarders and Root
hints.
Is possible to change this configuration without get
down the AD ?

Open the DNS management console, then open forward lookup zones, delete the
"." forward lookup zone. Close and reopen the console or refresh the
console, this will enable root hints and allow you to enable a forwarder.
Then make sure all members of the domain use only the internal server for
all DNS resolution, never an ISP's.
