DNS Recursive Query Fails

I have two DNS servers DNS1 and DNS2. They both are
enabled as Forwarders. I have entered in public DNS
servers in the Forwarders tab. DNS1 always passes Simple
and Recursive Qurey tests. DNS2 always pases Simple query
test, but fails Recursive Query tests. If I remove the
public DNS server ips from the Forwarders tab on DNS2, and
enter the ip of DNS1 here, both tests pass.
Is this normal? Could someone please explaine this?

After waiting serveral minutes after entering DNS1's IP in
the Forwarders list for DNS2, DNS2 now fails both Simple
and Recursive tests. I then entered the Public DNS server
IPs in the Forwarders list (same configuration as before),
and both tests Pass. I am betting in a little while, the
recursive test will begin to fail again.
Why is this inconsistant?
