DNS question with regards to Terminal Server 2000

Can someone please confirm for me that DNS and IP functions like flushing the DNS is a server level function that when performed effects all the terminal server users connected

I know that applications like Internet Explorer store information specific to the individual users, however the DNS cache is not per user, correct

Let me know if I am off-base, thanks...
 
DNS cache is done on a tcp-stack level, and since everyone
uses that same tcp stack, resetting the dns cache on it
will affect everyone.
