DNS problem

I've a networking problem, I suffer from many problems regarding
connectiveness (is this a word?), i.e: I can't access some pages
sometimes, this happens even with reliable sites like google & MS.
I delved a bit into my networking settings and found this:

C:\Documents and Settings\Ayende>nslookup
DNS request timed out.
timeout was 2 seconds.
*** Can't find server name for address 192.168.101.102: Timed out
DNS request timed out.
timeout was 2 seconds.
*** Can't find server name for address 192.168.101.101: Timed out
Default Server: netex-dns.inter.net.il
Address: 192.116.202.222
Server: netex-dns.inter.net.il
Address: 192.116.202.222

Non-authoritative answer:
Name: www.ayende.com
Address: 199.203.54.224

Where the first two IP's came from I've no idea.

My ISP's DNS is:
192.116.202.222 - main
192.116.192.9 - alternate

The scenario:
Two network cards (one named Local - for local network, second named
Internet - which is connected to a cable modem.)
In addition to those, I use a VPN dialer to connect to the Internet.

I used to have the DNS settings on the second card & the dialer set to
"Obtain DNS server adress automaticaly."
When I try to set the DNS settings manually on the second card I can't
connect to the internet using the dialer (769 error, unreachable adress)
So I set the DNS settings on the dialer, but I still get the above problem.

How can I fix this?
(The first network card has
"Obtain DNS server adress automaticaly." - grayed out, and "Use the
following DNS server adresses" selected, but with blank adresses.

The OS is WinXP, and I'm not a networking expert.

I can hardly believe that the IP and Gateway are in a different subnet (201
and 192). Also DHCP-server ???? Don't you have a static public IP? DNS
should only point to your server-IP 192.168.0.1.
If you have dynamic public IP, buy a router and put that on a private subnet
with static ip's.

Check bindingorder in Network Connections, advanced, advanced and make sure
the internal nic is on top.
