DNS permissions?

We've noticed security permissions assigned to each entry in the DNS
database, as well as each subnet.

Could anyone explain why these permissions are there? My guess is that it
allows you to restrict lower level admins from making changes to critical
DNS entries.

Does this make sense?

Your DNS is probably AD integrated. As such it has ACL's on its resources
and indeed you can delegate some of it to lower level admins.
