DNS options + http proxy via DHCP/command line/GPO ?

hi all,

under the TCP/IP advanced setup, in the DNS tab, there is a checkbox
labeled "add parent sufixes of the main DNS sufix" (loosly translated
from french).

is it possible to set this checkbox via the DHCP config? if not, is
there a command line (netsh?)to do so ? if not, is it possible via a GPO?

is it possible to set the http proxy in intenet config via the DHCP? via
a command line? via a GPO ?
