dns on win2000

I have a win2000 workstation and it is not able to join
the domain if I have a static ip address on the machine.
This was all working and does on all other machines until
we had a power outage.

I removed the entry from the domain
renamed the computer and was able to sync back up to the
domain after the static ip was taken out.
If the static ip is in there after syncing up, you can not
open the outlook email.

Any suggestions on this one?

You don't normally need to take such steps these days -- Win2000+
domains have a "reset" function for machine accounts that clears most
problems between them and the DCs.
If the static ip is in there after syncing up, you can not
open the outlook email.

Yes; the static IP or associated network mask and/or other
parameters were incorrectly configured while the configuration
that was (presumably) received from DHCP was correct.

There is NO subsequent functional difference based on "how
the IP is entered" -- only the differences that naturally result from
entering the info by two different means (someone made a mistake.)

Also note, even if you were to attempt to make the two configurations
EXACTLY the same, the DHCP server and the manual entry might
now cause a "duplicate IP address detected" error.
 
Sounds like your missing some critical part when entering the static IP. I
would compare it to the DHCP address and see what is missing. Most likely a
Default Gateway, DNS or WINS entries that are incorrect.

Looks like you are having a DNS Resolution Problem. Have you looked
into the DNS server records and checked if the workstation is
registered there.

This Means The DHCP Service was able to update the DNS database for
the workstation.
If the static ip is in there after syncing up, you can not
open the outlook email.

Check the IP address of the computer & the default gateway & DNS
Servers. Check also if you are being able to append the domain name
correctly when you join the domain. Try checking the NSLOOKUP options.

And If possible, then please do post the IPConfig of dynamic and
static configuration.
