DNS not stable

I have setup a DNS server and it is very unstable. The forwarders are the 2
IP address of the ISP DNS server.

When I do a nslookup using my own DNS server, it cannot resolve the dns and
has a message timeout.
When I change the LAN setting to use the external DNS server, it can
resolve.

After a few tries and few moments, I tried again using the local DNS server,
and it works now.

Am I missing something here or is there a bug for DNS when is configured
for forward query.

I don't think forwarding is your issue, but it is
very easy to test. Disable forwarding and let your
DNS resolve non-local zones just through its root
hints. Just make sure the root hints are loaded and
that you have not disabled recursive queries.
