The error says Failed to load control socketxctl from socketx.ocf.your
version of socketx.ocx mabe outdated.Make sure you are using the version of
control that was provided with you application.

Identify the correct path to socketx.ocx and run the command:

regsvr32 <path>socketx.ocx

You will get the 'suceeded" and OK, then try the restart again.

That did not work.It says the specified module cannot be found.Maybe i
deleted it by mistake.

That looks nasty to me, hence the X letter in the name of the process?.
Go through these cleaning steps to see or get a clear opinion on how
clean your machine is:
= Click Start >> Control Panel>>Network and Internet Connections >> Double
click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced.
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
[ ] Disable script Debugging (internet Explorer) <= check this box
[ ] Disable Script Debugging (Other) <= check this box

Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

My guess is that you may have installed Photoshop CS3 of some kind? I
installed Elements 6 and suddenly I got this same message. I also reaf about
others that had the same problem, after installing CS3.

Check your registry under HKLM\Software\Microsoft\Windows\Current Version\Run

You will see DSS probably, running C:\WINDOWS\WinOCXDos32.exe.

Delete this, if you don't have this intentionally. You also wanna check if
you have other things running that you didnæt know of when you start your pc.
:-)

Sorry that I can't explain WHY this was installed...
