Well first of all you figure out why this is necessary or what is it
fixing?

You must know that this is very unusual, to the point that it is even
hard to believe (not that I don't believe YOU but it does take a bit of
faith.)

Before you fix it next time, try NSLookup against each server to see
if each responds to specific requests (use the IP address of each
explicitly).

Right now (while it is working) determine if you can PING each server by
number and make sure you also try that when the problem occurs.

Who runs these DNS servers? You? The ISP?

What OS are you running (presumably it's Win2000 or you wouldn't have
posted here)? Have you applied all Service Packs and HotFixes?

Can you ping or otherwise access resource by number when you cannot access
them by name (before changing the DNS out)? What happens if you pick
another
DNS server?

You can point to any DNS you want to. It doesn't have to be your ISPs. It
is just usually preferred because they're the closest. I don't point to my
ISPs DNS servers, however, I have a private network and point to my own but
I used to point to the host of one of my domains. You will get a
non-authoritative response but then you will anyway unless the domain you're
requesting information for is being served by the DNS servers you're pointed
to.

As Herb said, you need to troubleshoot why this is happening and nslookup is
the place to start.
