DNS and DC

I'm little puzzle about External DNS and DC, need some advice:
Do i have to run dcpromo external DNS server as sub-dc ex: ns1.example.com
and add DNS server to host my external DNS server or just run as workgroup.
I don't use intranet server at all, I just host my own dns and couple website.
register and point to my dsl static i.p from netsol.com

If all you are running is a web server you don't need a domain controller
anyway. A simple standalone would be just as well.

DNS servers are not DCPROMOed nor do they need to belong to a domain to host
DNS. Domain controllers allow for multiple machines to authenticate users
from a single user database across many machines, without having a user
account, for each user on every machine, causing you to have many user
accounts on every machine. (excuse my run on sentence please)

Domain controllers have many services running that should not be exposed
directly to the internet. If you have another machine running as a DC that
controls access to your network, that is fine. Then you can have fewer local
accounts on the web server machine, but the DC should be separate from the
web server machine.
