Did you look in device manager at the IDE channel that your CD/DVD burner is
connected to?
Does it say that it is operating in PIO mode? This usually happens when the
burning device has trouble reading from a "defective" CD/DVD. When x amount
of errors occur, the system drops the device down one DMA point in trying to
allow correct reading of the disk. If x more errors are detected, the speed
will drop down further yet - eventually attaining PIO mode.
To correct for this, using device manager uninstall the IDE device that the
burner is connected to. Now reboot. The system will redetect the device and
all should be well.
Find out which CD's DVD's are the root of your problem - then toss them out.
