DLLs becoming corrupted

I work in a large corporation and we are getting multiple phone calls to our
hotline stating that individuals cannot open JavaScript window links on our
intranet.

It appears that the problem can be resolved by following the instructions in
the Microsoft knowledge base
http://support.microsoft.com/default.aspx?scid=kb;en-us;281679&sd=tech.
However, I was wondering if anybody might know what is causing this
corruption of DLLs and how our company might be able to prevent it from
happening in the future. What should we search for on the users PC to
determine what is causing the error?

This is a huge productivity problem and takes resources to correct.

PA Bear our systems are pretty well locked down. I am a developer and not
really an IT Administrator, but I get all the calls because I am Web
developer and it is my code that appears broken.

I am going to research the links you gave me and speak to our IT Admins on a
solution.
