If 240 MBytes causes a problem on your machine then you
should do this, in order of preference:
- Clone your disk to a larger disk. They cost very little!
- Move your user files to a different partition.
- Move the paging file to a different partition.

The last two options will give you only temporary
relief. Six months from now you will have the same
problem unless adopt the first solution.

The single hard drive in laptop is 15 gigs and is broken up to where logical
drive C is much smaller then logical drive D.
The problem is over time is the MS updates done over time have kept eating
more C drive space as each update adds its own directory and thus the drive C
is getting too small and that is with already having done your 2nd and 3rd
options so can dllcache be moved ?

15 GBytes is a very small hard disk. If the laptop runs well
then I would replace it immediately with a 60 or an 80 GByte
disk.

I have never tried moving the dllcache folder. It may be
possible to do it - there are numerous references in the
registry, e.g. here:
HKLM\SOFTWARE\Microsoft\Updates\Internet Explorer
6\SP1\KB905495-IE6SP1-20050805.184113\Filelist\1\
Location=C:\WINNT\system32\DllCache

Be prepared for new automatic updates to break your
modification, possibly rendering your system unstable.

If you are looking for space, have you tried deleting the $NTUninstall
directories under \WINNT? These can typically be deleted if you are not
having any problems with the various Windows Updates installed over
time.

You can disable Windows File Protection (what is using dllcache), or
change the cache size. Microsoft has a nice article on it:
