This is most likely a trojan or virus file that was removed when you did a
scan. (Anything like that happen recently?) If so, there is still a
reference to it somewhere that is trying to load the file. I'm assuming you
are getting this message as Windows loads, is that correct? A bit more data
would be good here. We need to locate where it is being called from and
remove that reference.
