This may be a shot in the dark but maybe someone can help
me.

I was told there may be a tool I can use to verify DLL
versions within windows??

Any suggestions would be appreciative.

My understanding is that this tool can be executed from a
command line and return to me the specific version of the
DLL so I can determine what verison of IE ( just as an
example ) windows thinks it is running.

You want filever.exe from the Resource Kit or Support Tools. Or an
equivalent like FVER
