DLL Re-distribution - Microsoft.mshtml.dll

I am using the Microsoft.mshtml DLL and found today that it is not included
as part of the .NET distribution. I need to distribute the DLL and need to
know:

1) Is there any problems re-distributing this file. Is there a EULA?
2) Is there a distribution package already?
3) If I install it myself, install to GAC? or Doesn't matter.

Microsoft.mstml is just an interop assembly for working with Internet
Explorer. So yes you can redistribute it, but you can't redistribute the
COM components it uses.
