A DLL, short for Dynamic Link Library, is a peice of
software written to help out applications and hardware. I
don't know why it is missing, several reasons come to
mind.. Accidental deletion, virus, any number of things. I
was able to find a link on Google where you can download a
copy of it, however I don't know if it is the same version
that you might need. I see no reason why it would affect
your internet connection, however, and there is most
likely something else afoot. You can stop the message from
appearing by reinstalling the application that put it on
the system to begin with, or by removing the application
that installed it to begin with.

You can also extract a copy of the file from the Windows
2000 installation media, the file can be found in
support.cab under Support\Tools.
