Distribution Lists

I can create, view, edit etc. a distribution list, but when I try to send an
email to the list it does not recognize it, so I am unable to send to it.

Define "does not recognise it". What exactly happens?
 
Provide information with your post. You provided none. The minimum:
Steps used to create DL and how it was populated.
Outlook version
Mail transport
How you selected the recipient
What happened when you tried to send the message.
Error messages.
 
My appologies...I am your "everyday admin user"
Typically when an email is sent Outlook will "verify" an address & then
"underline" the address to show it has been verified or at least recognized
by Outlook.
When I try to send to a distribution list (be it one that was created by
someone else that I have FULL access to or myself) it does none of that.
If I click on the "Check Names" Icon it displays the "Microsoft Outlook does
not recognize" message & has no "suggestions" for alternative names.

Then we're back to how the DL was created and in what information store.
This would be the expected behavior for a DL created in a folder or location
that is not included in the profile's Outlook Address Book Service. You have
all of the information. We have none.
