My guess is that's it's at least tens of thousands. Your mail router would
probably choke before you reach Outlook's limit.

I have 453 contacts in my list and it was kicked back with "too many
recipients" Does anyone know the maximum number?

Those limits are set my the mail server, not Outlook.
DL's are a very poor choice for sending to that many recipients. They become
corrupt too easily and are nearly impossible to repair at that size.

How else can I send mass email distributions at once without using a
distribution list?

Mail merge creates one message for each entry. Hardly "mass email
distributions at once..." It does take only one, action on the part of the
sender, but if there are hundreds or thousands it will take a long time.

Use a tool designed for mass mail. Outlook isn't one of them.
