Distribution lists messed up

I work for a company that uses an online address book. I tried to make a
distribution list, but when I try to send to it, it says "New Building Group
cannot be found in the address book." Is there a way to make the list
autopopulate the to field with individual e-mails instead of the name of the
group?

The Global Address book is stored online so that WGI, CH2M Hill, and Bechtel
National can instantly update rosters at all of their offices. For some
reason, whenever I try to send a message to a distribution list, it just puts
the name of the list in the TO field. Needless to say, that distribution
list is not in the global address book, so I get an error message saying it
does not recognize the name in the address book(as though it thinks "New
Building Group" is a person) and doesn't even look at my contact list for the
members of the list. Is there a way to make it look in my personal contact
list before looking in the global address book?

Sure. What Outlook version?
Current versions have the option to select which store to check first in the
Address Book view > Tools > Options...

I looked where you suggested and my personal contacts don't show up there.

So have you added them to the Outlook Address Book Service? Enable the
folder as an email address book in its properties.

It would seem that IT has locked that feature. Oh well, I can just save an
e-mail that was to that group and copy it when I need it.
