How are GroupWise distribution groups and dummy GroupWise accounts converted
to Outlook?

After furious head scratching, ProjTech asked:

Export them to a text file, then you might be able to import them into
Outlook. You might have to massage them in Excel first. How many groups
are we talking about?

If you have an Exchange server you might find the Exchange migration tools
an easier way to go.
