someone has changed the resolution on a computer here at
work and now there is just a black screen with a blue box
saying "out of frequency range". simple prob but how to
fix it??

Try going into Safe Mode to see if the default 'vga' mode makes it visible
again. If so, change the Display Settings for the adapter to correspond
with the refresh rate/frequency of the monitor. If the monitor's not
capable of handling 80Hz but the adapter is using that setting, you'll see
that error from the monitor.

Which display adapter do you have?
