Try opening one instance of IE>Stretch the window to fill the screen (don't
use maximize)>close by using File>close while holding the shift key. IE
*should* remember this setting. Otherwise you can access the shortcut to
IE>R-Click>properties>Run "Maximized">Apply>OK out.

It depends on how the link is coded. LuckyStrike's
suggestion will help on many links, where the web
site is not intentionally opening the new window
in less than full. But just keep in mind that the
web site can potentially specify in their code
to open the new window in any size they want.
When they do, they usually have a good reason
for doing so.
That which RayO stated is very true in many (too many) cases. When pages are
written in some code that differs from the norm, you will find IE behaves
"strangely". i.e. a page cannot be saved, you cannot copy the page, the size
may be a half page or even smaller (Windows Updates "read more" as an
example).
