This a hardware issue, not a Windows one. One of three things is
wrong:

1. The monitor is failing.

2. The video card is failing.

3. The cable connecting them is loose.

First try tightening the cable, since that's easiest. If that doesn't
fix it, borrow a monitor from a friend and try it (or try your monitor
on his computer). That will tell you whether it's the monitor or the
card; replace whichever one needs replacing.

Is the dispaly old or new?
CRT or LCD?
Analog or Digital?

I would suggest trying it out on another PC with a different cable. If the
problem stays, your monitor has failed.

Try wiggling the cable to the monitor and PC. Sometimes a pin comes out
of contact just enough to lose one color. I've had colors go out
completely out of monitors, too. But, usually it was just a bad
connection on the cable.
