Display webcast in full screen on 2nd monitor

In XP I was able to watch a webcast in full screen on my T.V. while still
being able to manipulate other window on my laptop.
I simply use the extend to 2nd monitor option in the settings area.

I'm having some serious difficulty doing this in Vista. Can someone please
show me the light?

Thank you for helping. I'm not familiar with what the 'boot monitor' is.
Can you elaborate on this please?
 
The boot monitor is set by the BIOS if you have PCI video cards. If you open
Control panel to Display, you will see the two monitors on the Settings tab,
and active links at the bottom to set boot monitor, and the include
features.
