Display Text Size XP

Have a friend that has a Dell laptop with Windows XP Home Edition. The text
size on his laptop is so incredibly small to view. I know that you can
change the Screen Resolution in order to make it bigger but when we try to
change it, it advises against as it says some programs will not be displayed
properly. Even the Taskbar and the items displayed with in are so tiny.

Is there any other place that you can change the effects of the text size
within XP as a whole to increase larger?

You can change the DPI settings by going into the advanced dialog (from
settings) - this won't change it everywhere (not every application is well
behaved - web sites are particularly notorious for specifying text size in
pixels instead of points) but it will make it generally much better for you.
 
Have you tried the Advanced button in the Display Properties, Settings tab?
There you can increase the dpi setting, I have mine set to 120 dpi or 125%
larger.
 
Be wary of changing screen resolution on laptops and other LCDs . They are
made with a specific number of transistors (aka screen resolution) and have
to interpolate to display other resolutions, thus giving a "not so clear"
(softer?) display.

So Chris Jacksons advice to change DPI setting is much better.
