Is it possible to display query criteria on the report that is generated? For
example, the query requires the user to enter the start and end dates. Can
these start and end dates be somehow displayed?
 
Yes, you just set a control on the report to the exact parameter name as
in the query.

So if the query asks the user
Enter Start Date

Then you would set the control's source to
[Enter Start Date]
