Display properties won't show

I am having problems with my display properties. I recently reinstalled XP Pro (clean install) on a friends computer and whenever I right-click on the desktop and click on properties, the hourglass comes up for a split second and then disappears. This also happens when I go into Start-Settings-Control Panel and click on Display. Thanks!

What happens when you run desk.cpl command (Start/Run)?
Does it work in safe mode ?

If it doesn't, expand desk.cpl file from you WinXp CD. It's located in i386
directory under file name: "DESK.CP_"

Nope, none of that works. I made sure it would work on my desktop, and it had no problem. Then I tried to do it on the laptop I'm working on, and it didn't do anything. Any other ideas? Thanks!
