Display properties Dialog

My display properties dialog box disappears when the desktop tab tries to
preview a jpg image or htm file. This problem is not in my windows
installation because i reinstalled windows 2 times after that but i still
have the problem. And 1 more thing is there is no problem on desktop, because
there is no problem if i apply a jpg image to desktop using Explorer.
