display properties-advanced appearance

On title bars I can only use color 1.Color 2 is not an
option on a dell computer.The rest of my computers have
color 1 and 2.Can anybody tell me how to correct this
 
As the properties sheet explains:
"If you select a windows and buttons setting other than Windows Classic, it
will override the following settings..."
